James, Betty, Olivia and Inez are each dealt 13 cards and look at their hands. No one has a VIP ticket or a FLR ticket, but Betty and Olivia each scored tickets in the 100 level. Betty’s ticket is for March 17th and Olivia’s ticket is for May 5th.
Betty goes first, since her ticket is for the earlier date.
